Below is an insight into some countries which offer high production value besides Malta.
South Africa
The film industry is thriving in South Africa, especially in Cape Town. A fairly new film studio boasts excellent sound stages and a water tank which although has some noise issues (it is built near a highway), it works rather well if you are ready to use green screens since there is no backdrop or natural horizon. Black Sails has filmed several seasons there and an entire false Carribean beach was built inland on the studio grounds. The country has multiple good crews and equipment houses, and offers a cash rebate of up to 25% for non co-productions. Crime is fairly controlled in Cape Town and certain other areas of South Africa. Producers often return to Cape Town because of the excellent lifestyle and beauty of the country. Colombia
We'll say it as it is. The country desperately wants international producers to accept Colombia as a filming destination and to ignore the news headlines about the FARC. In reality, the country is so huge that the FARC dangers in the jungle are almost in another country. For Love in the Life of Cholera (2005) the government provided free armed security on set. Today, general safety has improved considerably. Most service companies are still learning how to deal with international productions but their enthusiasm and willingness to do their best is evident. Most of all, Colombian people are welcoming to foreigners and extremely friendly. The country offers a cash rebate of between 20 and 40% and up to a further 15% if filming in Medellin. The president is very pro-film and producers can expect a red-carpet treatment in terms of government cooperation. Besides, the locations are fabulous. We have yet to meet a filmmaker who worked in Colombia and is not looking for an excuse to go back. More here.

Budapest took over Prague in cost-effectiveness once the Hungarian government learned how to use incentives to reel in foreign producers. The financial incentive is in the form of a tax credit which goes up to 25%. The country boasts good crews who gained a lot of experience from the ongoing busy years of foreign films. Filming permits in the city are not cheap. There are multiple studios to choose from and stage prices can be very competitive. More here.
