Introducing the PCP
The Producer’s Creative Partnership (PCP) was established in 2001 in Malta and was the first production service company in the Maltese islands. We are proud to hold a track record all these years for professional production management, transparency and cost efficiency at all times.
The PCP is founded by the island’s first production manager, Malcolm Scerri-Ferrante, who has been working in the industry since the late 80’s and continues to be the company’s managing director. The PCP is proud to have nurtured and given first opportunities to some of the island’s best location managers, production accountants and also other production managers. The company remains committed to encouraging the growth of the local crew base despite the several challenges pertaining to a small nation like Malta.
The PCP has extensive experience with water-based movies, with its founder originally mentored by Paul Avellino, the co-creator of the water tank facility, and eventually managing it from 1998 to 2000 before creating the PCP. Its founder was also responsible for proposing and advising the government on the set up of a film commission back in 1999. He eventually formed part of the government’s film advisory board set up in that same year. Once the PCP was created in 2001 one of its first tasks was to lobby for financial incentives, an arduous process which took four years to implement.
The PCP is often regarded as a boutique production service company because it is our principle to avoid servicing more than one project at the same time, especially not during the late prep or shoot periods. The majority of our team are freelancers thereby keeping our annual overheads at a minimum and passing on such savings to our client. In fact, the PCP does not charge the standard production service fee (typically ranging anywhere from 20k to 100k+ Euros per film depending on the scope of works). Instead PCP charges a flat ‘disbursement’ fee of 10,000 Euros per project to support overheads including internal annual auditing, the setup of a client’s VAT number for refunds and provision of the PCP’s client bank accounts for the project. The fee is fixed for all productions short and long, irrespective of size and duration of the shoot.
Producers choosing the PCP would be using our company and brand as its local representative and his/her foreign production company (or SPV) would be the named contractor for all local services and the financial rebate, using a unique VAT number, so this way all VAT refunds and the cash rebates from the film incentives are received directly from the Central Bank of Malta into the producer’s foreign company bank account. There is also the choice of setting up a local SPV and having refunds & rebates sent to the SPV’s bank account, in whichever country it is based. We offer the above with the following three basic requirements:
1) The local production accountant administering or co-administering our client bank account is approved by the PCP to ensure his/her track record and integrity reaches our standards;
2) The local Line Producer or PM is approved by the PCP to ensure he/she has adequate experience in management and has an honest reputation with no questionable associations with local suppliers;
3) A director/executive of the PCP would be engaged in the capacity of either Production Executive (full time or part-time) or local Line Producer or local Production Manager, depending on the needs of the producer and the availability of the PCP. Fees are typically in line with DGA minimums but with no fringes payable and with the possibility of special rates for low budget films.
Our first consultation meeting and script-reading is free of charge and we are happy to tell you what we think about the potential of shooting your film or series in Malta, without any obligation to use us. We also share our location database free of charge. All scouts, budgets, development works and pre-prep are charged according to industry rates.
